UPI reports Pope, who said she was “humbled and honored” after defeating Director General António Vitorino of Portugal in a ballot, will serve as director general for the International Organization for Migration (IOM) for a five-year term, starting on Oct. 1.
“I am committed to making IOM more representative of its member states so that as a global community, we can creatively and proactively respond to challenges while also harnessing the benefits of well-managed migration,” Pope said.
“With evolving threats posed by climate and conflict, together we can assist vulnerable communities on the move seeking protection and deliver on the promise of migration,” Pope added.
Pope has called climate change “one of the most significant challenges for our generation,” according to AFP.

First, I was in a congressional office two weeks ago (yes I am a lobbyist) representing an extremely important industry for rebuilding Ukraine after its rubbleization. I met with a high ranking member of a congressional office, who works for a congressman who sits on the House Armed Services Committee. This staff member told us that the Ukrainians will win this war, he was unmovable on that point, and even mentioned his recent trip to Ukraine to “tour” the country. But the real interesting point was that this high ranking staff member pitched us to get involved in the rebuild. He said 400 billion dollars of worldwide investment will be going into Ukraine, after Ukraine “wins”, with 100 billion backed by the US taxpayer. This new 100 billion is in addition to the billions of US taxpayer dollars of support that have already been spent or laundered in Ukraine. This support will not be low interest loans or supplemented loans meant to be paid back by Ukrainian entities, this will be direct equity investment into Ukrainian businesses so they can “rebuild”. I wonder if that foreign investment in Ukraine will have any influence?

World Aquatics' plans to debut an open category for transgender athletes at the World Cup in Berlin this week have been cancelled after no entries were received.
Swimming's governing body, which voted last year to ban transgender women from the elite female category, had promised to stage the ''pioneering pilot project'' to promote its ''unwavering commitment to inclusivity, welcoming swimmers of all sex and gender identities''.
However, its intention to hold an ''open'' category, with 50m and 100m races across all strokes alongside its men's and women's competition, has been put on hold.
''Following the close of registration for the open category competitions at the World Aquatics Swimming World Cup '' Berlin 2023 meet scheduled for 6-8 October, World Aquatics can confirm that no entries have been received for the open category events,'' it said.
World Aquatics' decision to bar transgender women from elite female competitions if they had undergone male puberty came after research showing trans women retained a significant advantage over female swimmers even after reducing their testosterone levels through medication.
Another factor in its vote in June 2022 was the success of the American Lia Thomas, who had been a moderate college swimmer as a male competitor but won an NCAA national college title in the women's category after transitioning.
Over the past 12 months several other sports bodies, including athletics and cycling, have gone down a similar path. But World Aquatics is the first major Olympic sport to attempt to create a third category of competition separate to men's and women's events.

Russia holds public warning testsRussia says: Please remain calmUnited States also to hold public warning testMOSCOW, Oct 4 (Reuters) - Russia tested its emergency public warning systems across the country on Wednesday, blaring out sirens and interrupting some television and radio broadcasts to warn the population to stay calm.
The test, first conducted in 2020, is part of a new initiative that requires authorities to conduct tests twice a year, starting from Sept. 1.
It comes, though, amid the war in Ukraine that has triggered the deepest crisis in Russia's relations with the West since the 1962 Cuban Missile Crisis.
At around 10:40 a.m. Moscow time (0740 GMT), sirens wailed across some parts of Russia and stern announcements demanded "Attention everyone!".
"The readiness of warning systems is being checked, please remain calm," speakers said in a stern male Russian voice.
"When you hear the sound of a siren, you need to remain calm and not panic, turn on the TV - any publicly accessible channel or radio - and listen to the information message," the Ministry of Emergency Situations said in a statement.
"The warning system is designed to timely convey a signal to the population in the event of a threat or emergency of a natural or man-made nature."
The United States was also conducting a large-scale test of its public warning systems on Wednesday, via U.S. mobile phones and TV and radio stations.
The purpose of the U.S. test is to ensure that the systems "continue to be effective in alerting the public to emergencies, particularly at the national level", the Federal Emergency Management Agency, or FEMA, said in a press release.
Many other countries have also conducted alert system tests for crises and disasters in recent years.
The Russian test falls on the 91st anniversary of the creation of Russia's civil defence system and follows nationwide educational drills in August on practicing actions and procedures in emergency situations, Russian media reported.
The goal of Russia's tests is to assess the warning systems, the readiness of personnel responsible for launching them and raise public awareness, the emergency ministry said.

Sen. Bob Menendez's then-girlfriend, now his wife, struck and killed a pedestrian in December 2018, newly revealed police records show.
Four months after the incident, Nadine Arslanian and Menendez, D-N.J., were allegedly given a new Mercedes as a gift as part of what federal prosecutors have described as a bribery conspiracy to cash in on Menendez's power and influence. Police records indicate the fatal collision badly damaged Arslanian's Mercedes.
The crash, which was first reported Wednesday by the Record newspaper of Bergen and The New York Times, happened on the night of Dec. 12, 2018, in the New Jersey town of Bogota.
Arslanian, who was not charged, told police she was driving on Main Street when a man later identified as Richard Koop "jumped on my windshield," according to dashboard video obtained by NBC New York.
Koop was found lying in the road with ''severe head trauma, bleeding from the back of his head, bleeding from the face, and possible fractured legs and arms'' when police arrived shortly after 7:30 p.m., according to police records obtained by NBC News that also said the responding officer described Koop as unconscious and not breathing.
Arslanian was "bleeding from her hands" and had hit a parked car after she struck Koop, police records showed.
"Why was the guy in the middle of the street? I didn't do anything wrong, you know?" she told police, according to the dashcam video.
Police also asked for Arslanian's consent to search her cellphone.
''Ms. Arslanian originally reported I may search her phone, handed me her phone, then shortly after reported she no longer gives consent for a cellular phone search. I immediately returned Ms. Arslanian's phone back to her,'' one of the officers said in a report.
Police said Arslanian gave a statement saying that Koop ''darted across traffic and jumped onto her vehicle'' and that she said ''she did not observe Mr. Koop prior to striking him with her vehicle."
Police found that Arslanian was not at fault and that ''Mr. Koop was jaywalking and did not cross the street at an intersection or in a marked crosswalk.''
There is no indication in police records that Arslanian was tested for drugs or alcohol. It said she was released to "a friend" after police interviewed her.
Sheri Breen, a lawyer for the Koop family, alleged that Arslanian waited several minutes before she called 911. "She let him lie on the ground and she took some time to sit there watching before she backed up, moved her car again and then drove around him," Breen told NBC New York.
Breen said Koop had gone out with friends and took an Uber ride home. "He just had to cross the street to get to his home when the defendant came barreling down the street and struck him," Breen said.
She said that the Koop family received a settlement from Arslanian's insurance company but that neither Arslanian or Menendez ever reached out to them.
Arslanian's lawyer did not immediately reply to a request for comment. The attorney, David Schertler, told the Times it was a ''tragic accident.''

Menendez, who faces dozens of calls to resign from his Democratic colleagues, told reporters Wednesday on Capitol Hill that it "was a tragic accident and obviously we think of the family."
Police records said Arslanian's vehicle sustained ''heavy front end damage due to the collision'' and ''her front windshield was shattered and had damage on the passenger side which was later determined to be from a parked car that she struck after striking Mr. Koop.''
News of the previously unreported crash comes after prosecutors brought a bombshell indictment last month against Menendez, his wife and their alleged co-conspirators.
Prosecutors said Arslanian started dating Menendez in February 2018 and soon connected him with a New Jersey businessman who had ties to the Egyptian government, Wael Hana. Hana allegedly introduced the couple to another defendant in the bribery scheme, a businessman named Jose Uribe.
All four have pleaded not guilty.
The indictment said Arslanian "was involved in a car accident in or about December 2018 that left her without a car. On multiple occasions up to and including in or about January 2019" she sent text messages to Hana "about her lack of a car."
That January '-- just weeks after the fatal collision '-- Arslanian, Menendez, Hana and Uribe agreed that Menendez would reach out to a prosecutor to try to help an associate of Uribe's "in exchange for a car," the indictment said.
Menendez did so, according to the indictment.
Afterward, Hana and Uribe got to work getting Arslanian a $60,000 Mercedes-Benz convertible, prosecutors said. Arslanian bought it in April 2019, with a down payment that included $15,000 in cash from Uribe, according to the indictment. Uribe subsequently took care of the monthly financing payments, prosecutors allege.
After she got the car, prosecutors said, she texted Menendez a picture of it. "Congratulations mon amour de la vie, we are the proud owners of a 2019 Mercedes," she wrote, along with a heart emoji.

A woman with type 2 diabetes has revealed she was left fearing for her life after Ozempic severely burned her genitals and caused 'pieces of skin' to fall off her body.
Dr Maria Rosas, a professor in Texas, was prescribed the once-weekly drug for her type 2 diabetes in the hopes it could leave her no longer needing to take multiple medications twice a day.
The first week went well, she said, with her blood glucose levels being well controlled. Though she felt mildly depressed, she said this improved quickly.
The following week, however, Dr Rosas said a burning pain erupted in her back, genitals and buttocks. The areas also began to turn a deep red as though they were in the sun 'for days'.
And then she noticed 'pieces of skin' started to appear on her toilet seat and toilet paper whenever she cleaned those areas.
Dr Maria Rosas, who lives in Texas, said her skin broke out in rashes a week after she started taking Ozempic. She also experienced a burning sensation in her back and genitals

When she checked her genitals, anus and buttocks, Dr Rosas said the skin appeared to be charred and sunburnt.
Just 20 days into using the medication in August 2023, she called her doctor to report her condition and he told her to stop using Ozempic immediately.
Writing in a first-person piece in Newsweek, Dr Rosas said: 'Ozempic helped me, but I thought I was going to die at one point because of what was happening to my body.
'In August, a worse burning pain in my genital area and buttocks appeared.
'I noticed "pieces" of skin on my toilet seat and on the tissue paper when I cleaned the area.
'I checked, and my genitals, anus, and buttocks were severely burned, some areas with charred skin.
'It was as if I was exposed to sunlight for days.'
Her doctor diagnosed her rashes and hives as an allergic reaction to the medication, a possible side effect of Ozempic.
In cases where this occurs, the medication leaflet says patients should stop taking Ozempic immediately and contact their doctor.
Dr Rosas called the Ozempic 1-800 number and the US Food and Drug Administration (FDA) to report her experience.
In clinical trials for semaglutide, the drug used in Ozempic, 108 out of 1,306 patients '-- or eight percent '-- were recorded as having an allergic reaction to the drug.
In the FDA system for reporting side effects, there have been 15 reports of allergic reactions '-- although this may be an under-count because most cases are likely not recorded in the system.
Dr Rosas said in her Newsweek story that she is now improving after coming off the medication '-- although she still faces pain in her back.
She said because of the drug's many side effects, she does not recommend people take it.
Dr Rosas is now on a strictly controlled diet to help manage her blood sugar levels and says she does not plan to take any more medications until she is healed completely.
Ozempic and Wegovy '-- which both use semaglutide '-- were originally approved to help manage diabetes, but were soon found to also help users lose weight. Doctors then began prescribing them off-label for weight loss.
Wegovy has now been approved by the FDA for this purpose.
Data shows there were more than four million prescriptions for weight loss drugs like Ozempic, Wegovy and Mounjaro in 2022, with Ozempic behind the most prescriptions.
Thirty-seven million American adults have diabetes, estimates suggest, which is when the body either does not produce insulin or no longer recognizes its own insulin, causing cells to stop absorbing sugar from the bloodstream.
A spokeswoman for Novo Nordisk, which makes Ozempic, has previously told DailyMail.com: 'At Novo Nordisk, patient safety is a top priority.
'We work closely with the US Food and Drug Administration to continuously monitor the safety profile of our medicines.
'For Ozempic specifically, the most common side effects may include: nausea, vomiting, diarrhea, stomach (abdominal) pain, and constipation.
'We recommend that any patients experiencing side effects while taking Ozempic® contact their healthcare provider.'
Patients have also revealed a number of other side-effects caused by the injection, including vivid dreams, being repulsed by favorite foods and rapid muscle loss.
Some have also said the weight has come off so fast that they have been left with sagging skin in areas of the body.
A number of patients have also reported depression, suicidal thoughts and rapidly re-gaining the weight lost and more after coming off Ozempic.

Exclusive: The FBI Targets Trump Followers as the 2024 Election Nears

The federal government believes that the threat of violence and major civil disturbances around the 2024 U.S. presidential election is so great that it has quietly created a new category of extremists that it seeks to track and counter: Donald Trump's army of MAGA followers.
The challenge for the Federal Bureau of Investigation, the primary federal agency charged with law enforcement, is to pursue and prevent what it calls domestic terrorism without direct reference to political parties or affiliations'--even though the vast majority of its current "anti-government" investigations are of Trump supporters, according to classified data obtained by Newsweek.
"The FBI is in an almost impossible position," says a current FBI official, who requested anonymity to discuss highly sensitive internal matters. The official said that the FBI is intent on stopping domestic terrorism and any repeat of the January 6, 2021, attack on the Capitol. But the Bureau must also preserve the Constitutional right of all Americans to campaign, speak freely and protest the government. By focusing on former president Trump and his MAGA (Make America Great Again) supporters, the official said, the Bureau runs the risk of provoking the very anti-government activists that the terrorism agencies hope to counter.
"Especially at a time when the White House is facing Congressional Republican opposition claiming that the Biden administration has 'weaponized' the Bureau against the right wing, it has to tread very carefully," says the official.

Jon Cherry/GettyNewsweek spoke to over a dozen current or former government officials who specialize in terrorism in a three-month investigation to understand the current domestic-security landscape and to evaluate what President Joe Biden's administration is doing about what it calls domestic terrorism. Most requested anonymity because they were not authorized to talk publicly, were reluctant to stray into partisan politics or feared the repercussions of speaking frankly.
Newsweek has also reviewed secret FBI and Department of Homeland Security data that track incidents, threats, investigations and cases to try to build a better picture. While experts agree that the current partisan environment is charged and uniquely dangerous (with the threat not only of violence but, in the most extreme scenarios, possibly civil war), many also question whether "terrorism" is the most effective way to describe the problem, or that the methods of counterterrorism developed over the past decade in response to Al-Qaeda and other Islamist groups constitute the most fruitful way to craft domestic solutions.
"The current political environment is not something that the FBI is necessarily responsible for, nor should it be," says Brian Michael Jenkins, one of the world's leading terrorism experts and senior adviser to the president of the RAND Corporation.
In a statement to Newsweek, the FBI said: "The threat posed by domestic violent extremists is persistent, evolving, and deadly. The FBI's goal is to detect and stop terrorist attacks, and our focus is on potential criminal violations, violence and threats of violence. Anti-government or anti-authority violent extremism is one category of domestic terrorism, as well as one of the FBI's top threat priorities." The FBI further said, "We are committed to protecting the safety and constitutional rights of all Americans and will never open an investigation based solely on First Amendment protected activity, including a person's political beliefs or affiliations."
The White House declined to comment. The Trump campaign was given an opportunity to comment but did not do so.
What the FBI Data ShowsFrom the president down, the Biden administration has presented Trump and MAGA as an existential threat to American democracy and talked up the risk of domestic terrorism and violence associated with the 2024 election campaign.
"Donald Trump and MAGA Republicans are a threat to the very soul of this country," President Biden tweeted last September, the first time that he explicitly singled out the former president. "MAGA Republicans aim to question not only the legitimacy of past elections but elections being held now and into the future," Biden said.
Biden's Homeland Security Advisor Liz Sherwood-Randall said: "The use of violence to pursue political ends is a profound threat to our public safety and national security...it is a threat to our national identity, our values, our norms, our rule of law'--our democracy."
For Attorney General Merrick Garland: "Attacks by domestic terrorists are attacks on all of us collectively, aimed at rending the fabric of our democratic society and driving us apart."
Though the FBI's data shows a dip in the number of investigations since the slew of January 6 cases ended, FBI Director Christopher Wray still says that the breach of the Capitol building was "not an isolated event" and the threat is "not going away anytime soon." In a joint report to Congress this June, the Bureau and the Department of Homeland Security say that "Threats from...DVEs [domestic violent extremists] have increased in the last two years, and any further increases in threats likely will correspond to potential flashpoints, such as high-profile elections and campaigns or contentious current events."
The FBI and DHS report concludes: "Sociopolitical developments'--such as narratives of fraud in the recent general election, the emboldening impact of the violent breach of the U.S. Capitol, conditions related to the COVID-19 pandemic, and conspiracy theories promoting violence'--will almost certainly spur some domestic terrorists to try to engage in violence."
The threats listed in that paragraph are all clearly associated with America's right and in particular with Trump's MAGA supporters. Right after January 6, the FBI co-authored a restricted report ("Domestic Violent Extremists Emboldened in Aftermath of Capitol Breach, Elevated Domestic Terrorism Threat of Violence Likely Amid Political Transitions and Beyond") in which it shifted the definition of AGAAVE ("anti-government, anti-authority violent extremism") from "furtherance of ideological agendas" to "furtherance of political and/or social agendas." For the first time, such groups could be so labeled because of their politics.
It was a subtle change, little noticed, but a gigantic departure for the Bureau. Trump and his army of supporters were acknowledged as a distinct category of domestic violent extremists, even as the FBI was saying publicly that political views were never part of its criteria to investigate or prevent domestic terrorism. Where the FBI sees threats is also plain from the way it categorizes them'--a system which on the surface is designed to appear nonpartisan. This shifted subtly days after the events of January 6 when it comes to what the Bureau calls AGAAVE.
"We cannot and do not investigate ideology," a senior FBI official reassured the press after January 6. "We focus on individuals who commit or intend to commit violence or criminal activity that constitutes a federal crime or poses a threat to national security."
But the FBI went further in October 2022 when it created a new subcategory'--"AGAAVE-Other"'--of those who were a threat but do not fit into its anarchist, militia or Sovereign Citizen groups. Introduced without any announcement, and reported here for the first time, the new classification is officially defined as "domestic violent extremists who cite anti-government or anti-authority motivations for violence or criminal activity not otherwise defined, such as individuals motivated by a desire to commit violence against those with a real or perceived association with a specific political party or faction of a specific political party."

"What other name could we use?" asks one FBI officer who spoke with Newsweek, and who defends what he says is merely a record-keeping change in response to Congressional pressure to track things better. "Obviously if Democratic Party supporters resort to violence, it [AGAAVE-Other] would apply to them as well. It doesn't matter that there is a low likelihood of that. So yes, in practical terms, it refers to MAGA, though the carefully constructed language is wholly nonpartisan."
In its statement to Newsweek, the FBI said that the AGAAVE threat "includes anarchist violent extremists, militia violent extremists, sovereign citizen violent extremists, and other violent extremists'--some of whom are motivated by a desire to harm those with a real or perceived association with a political party or faction."
Another senior intelligence official who requested anonymity told Newsweek, "We've crossed the Rubicon." In emailed responses to questions, he said, "Trump's army constitutes the greatest threat of violence domestically...politically...that's the reality and the problem set. That's what the FBI, as a law enforcement agency, has to deal with. But whether Trump and his supporters are a threat to national security, to the country, whether they represent a threat of civil war? That's a trickier question. And that's for the country to deal with, not the FBI."
The revelations that some Trump supporters are being specifically targeted by the FBI fits with accusations from among them that the Bureau has them in its sights and is the political tool of a repressive deep state in Washington, D.C., bent on preserving the hold of the political establishment at the cost of democracy.
Such views are not only from the furthest fringe. Some of Trump's Republican allies in Congress have called for the FBI to be defunded over such accusations and the prosecution of Trump supporters over the January 6 attack. The fight over the FBI is in itself helping to stoke the political temperature ahead of the 2024 election.
"For perhaps the first time in our history, the FBI's counterterrorism operational tempo remains high for international terrorism, state-sponsored terrorism and domestic terrorism, simultaneously," FBI director Wray declared at Texas A&M University this summer.
A senior intelligence official who works at the Office of the Director of National Intelligence says it is hard to digest all the evidence. "When you are used to hearing that the sky is falling every day, when that's the nature of the cable news and Twitter worlds we live where everything is overstated, there's a lot of room for doubt," he says.
"But I say this as a citizen as much as a government analyst," the senior official says. "We are in a unique moment and the numbers are daunting."
The FBI official says that those who are charged with upholding the law see numbers that are worrying but that there is also a struggle to characterize the specific threat to America'--and whether it really should be called terrorism'--as well as the proper response.
"This is not media hype. But it's also not easily quantifiable," the FBI official says. "Are we talking just a few thousand Proud Boy types or are we talking 30 percent of the country that are core Trump voters? Are we talking extremists bent on political violence or just a lot of disgruntled and frustrated citizens? I don't know the answer, and I can assure you the answer isn't in any secret intelligence that the government possesses."
The FBI and the other intelligence agencies responsible for domestic matters track the number of terrorist-related disruptions, arrests and investigations, based on its caseloads and its various characterizations. According to the FBI, the number of domestic terrorism-related open cases grew by 357 percent from 1,981 in fiscal year 2013 to 9,049 in fiscal year 2021, a number that has been widely quoted in the media as evidence of a widespread domestic terror threat. The FBI also says the number of FBI domestic violent extremism and domestic terrorism investigations has more than doubled since the spring of 2020'--to approximately 2,700 investigations at the end of fiscal year 2022, another marker that's been widely quoted.
FBI data aggregated by Newsweek shows the rise in domestic terrorism. FBI classified and unclassified data aggregated by NewsweekClassified numbers seen by Newsweek substantiate the FBI public claims while also showing that a significant part of the increases in 2020 and 2021 were related to protests after the murder of George Floyd and during COVID as well the elections and January 6. That said, the data show clearly that the main targets of the investigations and cases open were of Trump supporters. While the number of investigations in 2021 almost doubled from 2020 to around 9,000, the number of "full investigations" that led to arrests was only 1,446, not much more than the number of 1,146 January 6 protesters who have been charged with a crime, according to the Justice Department.
Virtually all of the 2021 increases are specifically related to these events, including the enormous growth in what the FBI calls "assessments," which more than doubled from 2019 to 2021 and are revealed here for the first time.
Assessments are the most speculative of any FBI investigation, where a special agent or intelligence analyst only suspects wrongdoing because of association or encounter and further looks into someone's background. Assessments are the closest thing to domestic spying that exists in America and generally not talked about by the Bureau.
The data from the FBI shows a significant decline in the number of investigations and cases opened in the past year, in 2022, below 2020 levels'--including a drop in the number of anti-government and anti-authority extremists (AGAAVEs) as a result of the closure of so many January 6-related cases.
And, according to FBI data obtained by Newsweek, 31 percent of its investigations now relate to AGAAVEs and 60 percent of all investigations include cases categorized as AGAAVE and "civil unrest"'--marking a significant shift away from investigations associated with race-related causes or armed militias. Drilling further into the individual cases behind the numbers, nearly two-thirds of the FBI's current investigations are focused on Trump supporters and others suspected of violating what the FBI calls "anti-riot" laws.
In its statement to Newsweek, the FBI said that the investigations are not only limited to Trump supporters. "These violent extremists have targeted both Republican and Democratic members of Congress," the FBI notes in its statement to Newsweek.
"We cannot and do not investigate ideology," says a senior FBI official. "We focus on individuals who commit or intend to commit violence or criminal activity that constitutes a federal crime or poses a threat to national security." And indeed the number of investigations of groups has dropped by four-fifths over a decade to only eight groups investigated in 2022.
In their June 2023 report, "Strategic Intelligence Assessment and Data on Domestic Terrorism," the FBI and the DHS further observe that racially motivated violence from those other than white supremacists had posed a generally low threat of violence. The threat from militias has also declined, with armed groups "more disjointed that in previous years." Other groups such as the Oath Keepers and the Proud Boys, prominent at the U.S. Capitol, have since lost local chapters and members following convictions over January 6.
All sides use the FBI numbers to further their aims'--the FBI and the administration at the front of the line, stressing that it is doing more and that the threat demands more resources and a freer hand.
Republicans, on the other hand, see the FBI's focus on January 6th and the law-breaking associated with it as "weaponization" on the part of the Biden administration, to suppress GOP voters, to stigmatize the right wing and to transform what they see as principled dissent against societal norms'--for example with regard to abortion, about what children are taught in public schools or in rejection of transgender categorizations'--as extremism.
The left sees these same numbers as proof that Donald Trump and his supporters are not just dangerous to democracy but also that the government isn't doing enough. Michigan Senator Gary Peters, chairman of the Senate Homeland Security and Governmental Affairs Committee, consistently argues that the FBI is failing to fight the "full scope of white supremacist terrorist attacks." Others argue that the FBI (and law enforcement in general) is too sympathetic to white supremacists, a view punctuated by an assumption made by many after January 6 that a disproportionate number of protesters and those arrested were veterans or members of law enforcement (an allegation that isn't true when compared to their numbers in the general population).
Some experts, such as Brian Michael Jenkins, question whether conceiving of disgruntled Americans as terrorists is even a helpful exercise. "These are not people who are going underground," he says, referring to domestic terrorist organizations of the past such as the Black Panthers, the Weather Underground or the IRA or Red Brigades overseas. As Jenkins sees it, those we label as domestic terrorists'--people marching with guns or those wearing military-like uniforms'--are more performative than indicative of some true terrorism class in America. "This is not the '60s or '70s," when radical groups, even the civil rights and peace movements, were driven to violence," Jenkins says. "I don't think terrorism is a particularly useful framework for viewing this problem."

Nathan Howard/Getty An Outsized Response to January 6 January 6, like 9/11, provoked an outsized response from a domestic intelligence apparatus that had failed to warn or prepare for the likelihood of mass violence on that day. Once the breach by Trump's supporters occurred, the FBI, the Department of Homeland Security and the White House began their almost singular focus investigating and charging the perpetrators at the U.S. Capitol and extrapolating from January 6 into the future. In his first week in office, President Biden directed the intelligence community to undertake a 100-day review of the domestic threat.
In March 2021, the review resulted in a public declaration that merely stated that domestic violent extremists posed "an elevated threat." It concluded that the most lethal threat came from two groups: racially or ethnically motivated violent extremists'--specifically white supremacists'--and militia violent extremists. "Our experience on the ground confirms this," Attorney General Garland said. "The number of open FBI domestic terrorism investigations this year has increased significantly."
Referring to Garland's comments, a defense intelligence official who participated in the review told Newsweek: "'experience on the ground' here means January 6 and other protests questioning the results of the 2020 elections."
But in thinking about the new threat, the review fell back upon two decades of experience fighting international terror, the official explained. That skewed the bias toward seeing groups such as the Proud Boys and Oath Keepers, as well as militia movements around the country, as the problem ... because that was what the counterterrorism apparatus was used to focusing on, groups such as Al-Qaeda and ISIS.
Second, the official says, groups'--as opposed to individuals'--present a framework that lends itself toward a strategy to stop violence before it starts even if there was a shift toward the risk of more "lone wolf" attacks by those radicalized on social media. Organized groups fit more neatly into the intelligence community's skill set.
The Threat of 'Misguided Americans' "It seems to me that the very word terrorism is more representative of the state of our discourse than a description of the threat," says a civilian terrorism expert who used to be a government official. "Is political violence on the rise in America? Yes, it is. But everything that is extreme is on the rise, whereas terrorism, violence intended to bring America to its knees or overthrow the state, really doesn't exist. One might not like that so many reject the current political order, but they are still trying to get their candidate elected, not pull off some coup to overthrow the government. That never happened on January 6th and despite even a president like Donald Trump, it's not possible in America."
Jenkins prefers the term "domestic political violence" over "domestic terrorism" and he reaches back into history to stress that the current state of play is maybe not quite as dire as some claim. Violence in America at alarmingly high levels, protesters and groups dangerous to our society, dividing the nation into armed camps'--these are all descriptions, Jenkins says, that appeared more than five decades ago in the 1968 "Report of the National Commission on the Causes and Prevention of Violence."
"For all the implied homogeneity in 'red' states and 'blue' states, they are more-complex mosaics'--in terms of race, ethnicity, religion, and politics'--than north versus south ever was," Jenkins writes.
Former White House head of counterterrorism Christopher P. Costa argues that while there is "an overriding government aim" in protecting U.S. citizens and "unflinchingly focusing on the rule of law, the anti-government domestic terrorist threat comes from only a small percentage of misguided fellow Americans."

The Bureau applies only limited resources to deal specifically with domestic terrorism, and those resources haven't really increased. The FBI has only about 4,500 agents, intelligence analysts, attorneys and other staff in its field offices focused on terrorism, according to the Bureau. Only about one-quarter of these focus on domestic terrorism (the Bureau allocates about 1,100 personnel, or an increase of about 300 full-time people since January 6). The total is only about 3 percent of the FBI's employees.
Classified data from the office of the Director of National Intelligence shows that the number of intelligence reports issued on domestic terrorism remains relatively minor. Of 11,945 intelligence reports prepared by the domestic agencies between 2017 and 2021, only 901 (or fewer than 10 percent) related to domestic terrorism, the remainder mostly dealing with international matters and critical infrastructure protection.
"For a problem the Biden administration and the FBI describes as existential, the resources are meager," says another terrorist expert working at a government-funded think tank. "Maybe that's the way it should be, that the FBI is strictly staying in its lane. But it is certainly not what the public thinks or expects."
So what exactly is terrorism when applied to American citizens, and does it apply to the current political situation? Domestic terrorism is defined in federal law as domestic activities that involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any state; and appear to be intended to intimidate or coerce the civilian population; influence the policy of the government by intimidation or coercion or affect the conduct of a government by mass destruction, assassination or kidnapping.
The government generally uses the terms domestic terrorism and domestic violent extremism interdependently, though there are subtle differences, the most important being that terrorism is statutorily defined and extremism avoids the label of terrorist. According to the FBI and DHS, the word "violent" is important because advocating political or social positions and activism, the use of strong rhetoric and even a generalized philosophic embrace of violent tactics does not necessarily constitute violent extremism and is thus constitutionally protected.
In defining the federal crime of terrorism as an offense, there is no distinction based on political views; it is simply a matter, as the FBI stresses, of holding those who break the law accountable, and in the post-9/11 paradigm, collecting intelligence and "targeting" domestic actors to prevent them from breaking the law.
NewsweekExperts agree that as the 2024 election approaches, there will be greater pressure to prevent law-breaking, one that necessitates infiltration of political circles and other controversial government activity.
Because of the difficulty in proving motivation with regard to a charge of domestic terrorism, most prosecutors, being practical, tend to charge individuals with other crimes instead, even in clear cases of political violence. The Department of Justice has used an array of criminal statutes to prosecute individuals who engage in domestic violent extremism, including charges associated with firearms, arson, riots, attacks on federal officers and, in the case of January 6th, even trespassing on government facilities.
"Even my friends and colleagues debate as to whether January 6th was an act of terrorism," says Jenkins. "If you have the people who have been writing about this for 30-plus years struggling with the formulation, you can imagine how difficult it must be for the public." Jenkins thinks that the term itself is a distraction.
The senior intelligence official who works at the Office of the Director of National Intelligence said Biden's rhetoric on domestic terrorism could goad his opponents into taking more extreme action'--particularly those who have now lost their faith in elections or believe the system is rigged against them.
"So we have the president increasing his own inflammatory rhetoric which leads Donald Trump and the Republicans to do the same, which influences the news media, which influences the rhetoric," he said. "The FBI? It's just in the middle of this mess, probably heading for trouble but mostly left out on a limb by the anger and indifference of the American public."

Bedbug fears grip Paris as French minister pledges action

France's transport minister on Wednesday urged for calm amid widespread reports of bedbug infestations in the capital and other cities, as he said more could be done to tackle the scourge.
"Along with transport operators, we will provide even more efficient solutions," Cl(C)ment Beaune told reporters after holding an industry meeting, adding that discussions would be held with cleaning companies regarding innovations in the sector.
"There is no [bedbug] resurgence, we must not fall into madness," he also said, according to French broadcaster BFM TV via a CNBC translation.
It comes after videos appearing to show bedbugs, or "punaises des lits," on the Paris Metro, high-speed trains and at Charles de Gaulle Airport were shared widely on social media. Sightings have also been reported in homes, cinemas and hospitals.
The French environment ministry says bedbugs have made a resurgence since disappearing in the 1950s due to international travel and increased resistance to pesticides.
The parasitic insects are visible to the naked eye and live in dark spaces such as cracks in beds, sofas or '-- as seen in recent reports '-- fabric seats in public areas. They cannot jump or fly but spread on clothes and other items such as bags and suitcases.
They feed on blood and can cause severe itching and allergic reactions in humans.
Advice for their removal includes reducing home clutter, washing clothes at high temperatures, heat cleaning furniture and carefully checking clothes and beds for the telltale black bugs and their droppings. However, they spread rapidly and are notoriously difficult to get rid of, generally requiring professional treatment.
Concern over their spread in Paris has mounted in recent weeks amid the social posts and media reports.
Paris Deputy Mayor Emmanuel Gr(C)goire wrote on social media platform X that "no one is immune," and said health authorities and local communities needed to work together on prevention. Gr(C)goire said lower-income households needed to be supported with the costs of dealing with an infestation, which Paris has begun.
However, experts note that a rise in the number of bedbugs is common in late summer due to the rise in travel, and that this trend is not confined to France.
Bedbugs affected roughly one in 10 French homes between 2017 and 2022, according to scientific agency ANSES, which says there has been an increase in recent years.
The New York Health department describes bedbugs as "common" in the U.S. city.
"We do know that bed bug infestations can spread to new locations very quickly and, once they have, this pest is difficult to control," entomologist Jim Fredericks, senior vice president of public affairs at the U.S. National Pest Management Association, told CNBC.
"Bed bugs are great 'hitch hikers,' allowing them to travel long distances with people ... France has seen a significant increase in visitors as a result of Fashion Week in recent weeks, which provides an ideal scenario for bed bugs to be transported from one location to the next."
Bedbug populations have risen dramatically over the last two decades, Fredericks said, swelling during the summer months.
Natalie Bungay, technical manager at the British Pest Control Association, also said bedbugs were a global issue that tended to intensify during busy travel periods.
"Bedbugs have been a problem in the U.K. for many years and are a public health pest that is notoriously difficult to treat," she said, with London and large cities particularly impacted.
"We're not aware of any unusual increase in [U.K.] bed bug activity '' there was a dip during Covid-19 due to the lack of global travel taking place, so any increase now could just be trends getting back to normal now that everybody is moving freely again," she said.

Digital Passports Emerge As New Tourist Favourite. These Countries Are Early Movers

Finland is part of a larger EU pilot project to test digital passports to improve travel technology.
Finland became the first country to launch digital passports, aiming to streamline and enhance international travel.Finnish travellers departing from Helsinki to the UK now have the option to present a digital ID on their mobile device instead of their physical passport, according to Euronews. The Finnish Border Control has noted that this marks the first instance worldwide where a digital passport is accepted in a genuine border control setting, promising a more efficient and seamless travel experience.
The initiative was launched on August 28 in collaboration with Finnair, the Finnish police, and airport operator Finavia. The Finnish Border Guard is overseeing the trial, which will continue until February 2024 at Helsinki Airport's border control.
How do these digital passports function?
Interested travelers must initially download the FIN DTC Pilot digital travel document app from the Google Play Store or Apple App Store. To use the app, a phone screen locking method such as a PIN number, fingerprint, or face ID must be activated before installation.
Subsequently, travellers must register with the police at Vantaa Main Police Station's license services. This registration entails booking an appointment and presenting a valid physical passport to create its digital counterpart. During the registration process, individuals will provide consent and have a facial photo taken for facial recognition purposes.
Once registered, travelers can use DTC at Helsinki Airport when flying directly to the United Kingdom and returning to Helsinki Airport on Finnair flights until the trial concludes in February 2024. Before each trip, travelers must transmit their data via the app to the Finnish Border Guard 36 to 4 hours prior to departure.
Digital passports worldwide
Several countries have launched or are planning similar initiatives. In alignment with Finland, Poland, South Korea, the United States, and the United Kingdom are also developing digital passport projects. Notably, in 2021, Ukraine granted digital passports the same legal status as physical ones.
Singapore introduced HealthCerts in February 2021, a digital health passport that securely stores and presents Covid-19 test results and vaccination records for travelers. Additionally, countries such as China, Estonia, and Israel have introduced digital vaccine passports.

Gmail introduces new requirements to fight spam

It's clear that email has become an essential part of daily communication. And whether you're submitting a job application or staying in touch with a loved one, your emails should be safe and secure.
Gmail's AI-powered defenses stop more than 99.9% of spam, phishing and malware from reaching inboxes and block nearly 15 billion unwanted emails every day. But now, nearly 20 years after Gmail launched, the threats we face are more complex and pressing than ever.
So today, we're introducing new requirements for bulk senders '-- those who send more than 5,000 messages to Gmail addresses in one day '-- to keep your inbox even safer and more spam-free.
Focus on email validationMany bulk senders don't appropriately secure and configure their systems, allowing attackers to easily hide in their midst. To help fix that, we've focused on a crucial aspect of email security: the validation that a sender is who they claim to be. As basic as it sounds, it's still sometimes impossible to verify who an email is from given the web of antiquated and inconsistent systems on the internet.
Last year we started requiring that emails sent to a Gmail address must have some form of authentication. And we've seen the number of unauthenticated messages Gmail users receive plummet by 75%, which has helped declutter inboxes while blocking billions of malicious messages with higher precision.
That's great progress, but there's much more we need to do '-- starting with new requirements for large senders.
New requirements for bulk sendersBy February 2024, Gmail will start to require that bulk senders:
Authenticate their email: You shouldn't need to worry about the intricacies of email security standards, but you should be able to confidently rely on an email's source. So we're requiring those who send significant volumes to strongly authenticate their emails following well-established best practices. Ultimately, this will close loopholes exploited by attackers that threaten everyone who uses email.Enable easy unsubscription: You shouldn't have to jump through hoops to stop receiving unwanted messages from a particular email sender. It should take one click. So we're requiring that large senders give Gmail recipients the ability to unsubscribe from commercial email in one click, and that they process unsubscription requests within two days. We've built these requirements on open standards so that once senders implement them, everyone who uses email benefits.Ensure they're sending wanted email: Nobody likes spam, and Gmail already includes many tools that keep unwanted messages out of your inbox. To add yet another protection, moving forward, we'll enforce a clear spam rate threshold that senders must stay under to ensure Gmail recipients aren't bombarded with unwanted messages. This is an industry first, and as a result, you should see even less spam in your inbox.We aren't the only ones pushing for these changes. Our industry partners also see the pressing need to institute them: "No matter who their email provider is, all users deserve the safest, most secure experience possible,'' says Marcel Becker, Sr. Dir. Product at Yahoo. ''In the interconnected world of email, that takes all of us working together. Yahoo looks forward to working with Google and the rest of the email community to make these common sense, high-impact changes the new industry standard."
These practices should be considered basic email hygiene, and many senders already meet most of these requirements. For those who need help to improve their systems, we're sharing clear guidance before enforcement begins in February 2024.

Google is making big changes to prevent Gmail spam

Google will make it harder for spammers to send messages to Gmail users, the company said Tuesday.
The company said it will require emailers who send more than 5,000 messages per day to Gmail users to offer a one-click unsubscribe button in their messages.
It will also require them to authenticate their email address, configuring their systems so they prove they own their domain name and aren't spoofing IP addresses.
Alphabet-owned Google says it may not deliver messages from senders whose emails are frequently marked as spam and fall under a "clear spam rate threshold" of 0.3% of messages sent, as measured by Google's Postmaster Tools.
Google says it has signed up Yahoo to make the same changes, and they'll come into effect in February 2024.
The moves highlight the ongoing fight between big tech companies and spammers who use open systems such as email to send fraudulent messages and annoy users. For years, machine learning techniques have been used to fight spam, but it remains a back-and-forth battle as spammers discover new techniques to get past filters.
"These changes are like a tune-up for the email world, and by fixing a few things under the hood, we can keep email running smoothly," wrote Google product manager Neil Kumaran in a blog post. "But just like a tune-up, this is not a one-time exercise. Keeping email more secure, user friendly and spam-free requires constant collaboration and vigilance from the entire email community."
Google's changes could also affect some legitimate marketers who use email aggressively to market to or keep up with their customers, especially the requirement to allow users to quickly unsubscribe.
About half of all emails sent in 2022 were spam, according to an estimate from Kaspersky Anti-Virus.
Covid vaccines DO cause unexpected vaginal bleeding in women - even if they haven't had their period in YEARS, study finds | Daily Mail Online

The Pfizer, Moderna and AstraZeneca Covid vaccines cause unexpected vaginal bleeding in older women and women on birth control, a study has confirmed.
While changes in bleeding and periods in menstruating women post-shot have been known for years, few studies have looked at the impact on women who don't normally menstruate, such as the elderly and those on birth control.
But a new study - that looked at data from more than 20,000 women in this category - found the risk of vaginal bleeding increased two to three times in the four weeks after Covid vaccination compared to before the shot.
In women entering menopause and premenopausal women, the risk was three to five times higher.
Researchers looked at data from August and September 2021.
Ninety-eight percent of the women included reported receiving their Covid vaccines in January 2021, meaning they had received the original Covid vaccine as opposed to any updated booster shots.
Experts are not entirely sure why changes in menstruation occur, but some believe the vaccine causes some of the body's tissue to become inflamed, causing changes to the lining of the uterus and hormone levels throughout the body

Additionally, in Norway, where the data was collected from, Covid vaccines used included those manufactured by Moderna, Pfizer-BioNTech and AstraZeneca.
When Covid vaccines were first rolled out, tens of thousands of women complained about late or unusually heavy periods.
Before formal research was conducted, anti-vaxxers latched onto the reports and used them to infuse fear in Americans that the vaccines caused infertility.
However, research later released showed while menstrual changes do occur following Covid vaccination, they are minor, temporary and do not impact fertility.
Experts are not entirely sure why changes in menstruation occur, but some believe the vaccine causes some of the body's tissue to become inflamed, causing changes to the lining of the uterus and hormone levels throughout the body.
While the recent study did not investigate why these women experienced unexplained vaginal bleeding, sometimes referred to as breakthrough bleeding, scientists did suggest it could be linked to the spike protein used in the shots.
Study author Kristine Blix from the Norwegian Institute of Public Health in Oslo, said: 'We had already, from the early pandemic, biweekly questionnaires going out to cohort participants to monitor effects of the pandemic.
'In the first questionnaire that covered COVID-19 vaccinations, sent in 2021, some women reported in free-text fields that they had experienced heavy menstrual bleeding.
'This urged us to ask for bleeding patterns in a structured manner.'
What's normal for a period? A period is the part of the cycle when a woman bleeds from her vagina for a few days.
For most women this happens every 28 days or so but its not unusual for the cycle to be between 21 or 40 days for individual women.
Periods tend to last between three and to eight days, with the average being five.
Bleeding tends to be heaviest in the first two days.
Some women have irregular periods where the cycle is inconsistent.
For some this is natural and nothing to worry about, but the NHS advises women to contact their GP if:
if their periods suddenly become irregular and they are under 45-years-of-agetheir periods come more often than every 21 days and less often than every 35 daystheir period lasts longer than seven daysthere is a difference of at least 20 days between the shortest and longest menstrual cycleResearchers looked at data from nearly 22,000 women who had already experienced menopause, women in perimenopause, the time just before entering menopause, and non-menstruating premenopausal women, including some who were on long-term hormonal birth control.
They found 252 postmenopausal women (3.3 percent), 1,008 perimenopausal women (14.1 percent) and 924 premenopausal women (13.1 percent) reported unexplained or breakthrough vaginal bleeding throughout the entire year of 2021.
Of the women who reported this, about half in every group reported their bleeding occurred within the four weeks following their first and/or second vaccine dose.
The data showed: 45 percent of postmenopausal women, 51 percent of perimenopausal women and 55 percent of premenopausal women reported the unexplained bleeding.
Among these women, 28 percent of those in perimenopause characterized the bleeding as heavy, compared to 18 percent of both women who had finished menopause and who had not yet experienced menopause.
Women in the senior cohort of the study were aged 61 to 88 years old and were considered non menstruating. Other non menstruating females were aged 32 to 64 years. Respondents were then grouped into the three menopausal categories.

The risk of breakthrough bleeding in the first four weeks after a dose of Moderna's vaccine was associated with a 32 percent increase compared to Pfizer-BioNTech's vaccine.
Heavy menstrual bleeding has since been added as a vaccine side effect.
The study, published this week in the journal Science Advances, analyzed data from an ongoing health survey called the Norwegian Mother, Father, and Child Cohort Study.
Leaked U.S. strategy on Ukraine sees corruption as the real threat - POLITICO

That's starker than the analysis available in the little-noticed public version of the 22-page document, which the State Department appears to have posted on its website with no fanfare about a month ago.
The confidential version of the ''Integrated Country Strategy'' is about three times as long and contains many more details about U.S. objectives in Ukraine, from privatizing its banks to helping more schools teach English to encouraging its military to adopt NATO protocols. Many goals are designed to reduce the corruption that bedevils the country.
The quiet release of the strategy, and the fact that the toughest language was left in the confidential version, underscores the messaging challenge facing the Biden team.
The administration wants to press Ukraine to cut graft, not least because U.S. dollars are at stake. But being too loud about the issue could embolden opponents of U.S. aid to Ukraine, many of them Republican lawmakers who are trying to block such assistance. Any perception of weakened American support for Kyiv also could cause more European countries to think twice about their role.
When it comes to the Ukrainians, ''there are some honest conversations happening behind the scenes,'' a U.S. official familiar with Ukraine policy said. Like others, the person was granted anonymity to discuss a sensitive issue.
Ukrainian graft has long been a concern of U.S. officials all the way up to President Joe Biden. But the topic was deemphasized in the wake of Russia's February 2022 full-scale invasion, which Biden has called a real-life battle of democracy against autocracy.
For months, Biden aides stuck to brief mentions of corruption. They wanted to show solidarity with Kyiv and avoid giving fuel to a small number of Republican lawmakers critical of U.S. military and economic aid for Ukraine.

More than a year into the full-scale war, U.S. officials are pressing the matter more in public and private. National security adviser Jake Sullivan, for instance, met in early September with a delegation from Ukrainian anti-corruption institutions.
A second U.S. official familiar with the discussions confirmed to POLITICO reports that the Biden administration is talking to Ukrainian leaders about potentially conditioning future economic aid on ''reforms to tackle corruption and make Ukraine a more attractive place for private investment.''
Such conditions are not being considered for military aid, the official said.
A spokesperson for Ukraine's foreign ministry did not respond to requests for comment. But Ukrainian President Volodymyr Zelenskyy has fired several top defense officials in a recent crackdown on alleged graft '-- a message to the United States and Europe that he's listening.
The Integrated Country Strategy is a State Department product that draws on contributions from other parts of the U.S. government, including the Defense Department. It includes lists of goals, timelines for achieving them and milestones that U.S. officials would like to see hit. (The State Department produces such strategies for many countries once every few years.)
A State Department official, speaking on behalf of the department, would not say if Washington had shared the longer version of the strategy with the Ukrainian government or whether a classified version exists.
William Taylor, a former U.S. ambassador to Ukraine, said many ordinary Ukrainians will likely welcome the strategy because they, too, are tired of the endemic corruption in their country.
It's all fine ''as long as it doesn't get in the way of the assistance we provide them to win the war,'' he said.
The document says that fulfilling American objectives for Ukraine includes making good on U.S. promises of equipment and training to help Ukraine's armed forces fend off the Kremlin's attacks.
The confidential version also describes U.S. goals such as helping reform elements of Ukraine's national security apparatus to allow for ''decentralized, risk-tolerant approach to execution of tasks'' and reduce ''opportunities for corruption.''
Although the NATO military alliance is not close to allowing Ukraine to join, the American strategy often cites a desire to make Ukraine's military adopt NATO standards.
One hoped-for milestone listed in the confidential version is that Ukraine's Defense Ministry ''establishes a professionalized junior officer and non-commissioned officer corps with NATO standard doctrine and principles.''
Even the format and content of Ukrainian defense documents should ''reflect NATO terminology,'' a confidential section of the strategy says.
One target includes creating a ''national level resistance plan.'' That could allude to ordinary Ukrainians fighting back if Russia gains more territory. (The State Department official would not clarify that point.)
The U.S. also wants to see Ukraine produce its own military equipment by establishing a ''domestic defense industry capable of supporting core needs'' as well as an environment that boosts defense information technology start-ups, according to one of the confidential sections.
U.S. officials appear especially concerned about the role of an elite few in Ukraine's economy.
''Deoligarchization, particularly of the energy and mining sectors, is a core tenet to building back a better Ukraine,'' the public part of the strategy declares. One indicator of success, the confidential version states, is that the Ukrainian government ''embraces meaningful reforms decentralizing control of the energy sector.''
The United States appears eager to help Ukrainian institutions build their oversight capacities. The goals listed include everything from helping local governments assess corruption risks to reforms in human resources offices.
One hoped-for U.S. goal is that Ukraine's Defense Ministry ''establishes a professionalized junior officer and non-commissioned officer corps with NATO standard doctrine and principles.''|Libkos/AP Photo
As one example, the strategy says the U.S. is helping the Accounting Chamber of Ukraine enhance its auditing and related work in part so it can track direct budget support from the United States.
The strategy describes ways in which the United States is helping Ukraine's health sector, cyber defenses and organizations that battle disinformation. It calls for supporting Ukrainian anti-monopoly efforts and initiatives to spur increased tax revenue for the country's coffers.
The confidential portion calls for Ukraine's financial systems to ''increase lending to encourage business expansion'' and a reduction in the state's role in the banking sector.
One envisioned milestone for that section is that ''Alfa Bank is transparently returned to private ownership.'' That appears to be a reference to an institution now known as Sense Bank, which was previously Russian-owned but nationalized by Ukraine.
The U.S. strategy appears intent on ensuring that Ukraine not only retains its orientation toward the West but that it develops special ties with America.
One way Washington believes that will happen is through the English language. The strategy indicates the United States is offering technical and other aid to Ukraine's education ministry to improve the teaching of English and that it believes offering English lessons can help reintegrate Ukrainians freed from Russian occupation.
U.S. officials also are helping Ukraine build its capacity to prosecute war crimes in its own judicial system. The desired milestones include the selection of more than 2,000 new judges and clearing up a backlog of over 9,000 judicial misconduct complaints.
The strategy also calls for rebuilding the U.S. diplomatic presence in Ukraine, expanding beyond Kyiv to cities such as Lviv, Odesa, Kharkiv and Dnipro.
Due to earlier staff drawdowns spurred by the full-scale Russian invasion, ''the embassy remains in crisis mode,'' one of the public sections states. (The State Department official would not discuss the current Embassy staffing numbers.)
As they have in past communications reported on by POLITICO, U.S. officials note inventive ways in which the United States is providing oversight of American aid to Ukraine despite facing limitations due to the war. Those efforts have included using an app called SEALR to help track the aid.
In Europe, opposing mass migration can be a crime - The Spectator World

It is eight years now since The Spectator sent me to Lampedusa to see the boats coming in. That was at the start of the 2015 migrant crisis. The island, which is home to just 6,000 locals, had just buckled under the weight of another 1,300 arrivals. I followed them to Sicily and then on up and across the continent. If I may be self-referential for a moment, it was on Lampedusa that I realized the scale of the problem and got the opening lines of my resulting book, The Strange Death of Europe: ''Europe is committing suicide. Or at least its leaders have decided to commit suicide. Whether the European people choose to go along with this is, naturally, another matter.''
My prediction then was that the people of Europe would try to make their voices heard by electing more and more anti-illegal-migration politicians. And they did so. With few exceptions, Europe responded by electing politicians who were more restrictionist when it came to illegal migration. Italy ended up electing Giorgia Meloni, the most right-wing politician the country had seen in some while.
Yet last week, Lampedusa's local population was, in just forty-eight hours, dwarfed by the arrival of roughly 7,000 illegal migrants. Meloni visited, along with a smiling Ursula von der Leyen. Meloni has complained that Italy is being put under ''unsustainable pressure'' and that the EU is not doing enough. Eight years on from 2015, and less than nothing has changed.
Perhaps it is time to add a further chapter to my already dire prognosis. Europeans will vote for politicians who want to stop the migration. Those politicians may even come into office but the situation will not change. How can this be?
At this stage the online know-alls will claim that Meloni has been ''bought'' and become ''a shill.'' They will claim that she has sold out and become a ''puppet'' of the EU. These explanations '-- such as they are '-- are ridiculously comforting as well as wrong. The reality is infinitely worse. Let me throw out two names that explain why.
Matteo Salvini '-- a political rival of Meloni's '-- also made a political career out of talking tough on the issue of the illegal boats. As Italian deputy prime minister and interior minister, he did a great deal to stop the flow. Specifically, he refused to allow boats to land. Various open-borders NGOs and others had been testing Italian law for years. Salvini worked out that if you said the illegal boats couldn't dock, then the flow might stop, or at least slow down.
In the years since, Salvini has faced repeated attempts to prosecute him for this ''crime.'' In 2021 he was dragged through the Italian courts on a charge of ''kidnapping'' migrants (the ''kidnapping'' being not allowing illegal migrants to land in Italy). When that case fell apart, the Italian Senate of which Salvini was a member voted for a new trial to take place. Once again he was charged with ''kidnapping'' for blocking the arrival of the NGO Open Arms ship with 147 illegal migrants on board.
For his part, Salvini has said that he did what he did for Italy and would do it again. But it is a heck of a warning to other politicians, in Italy and beyond. Allow the daily erosion of your borders and you'll be just fine. Keep allowing people with no discernible asylum claims to land by the thousands, from a continent with hundreds of millions more to come, and you will be fªted. Stop the law-breaking and you will find yourself prosecuted.
In case you think that is a one-off case, let me raise that of another politician who is perhaps less well-known in Europe. Inger Stojberg is one of the most successful Danish politicians of recent times. This I know will not excite everybody. But Stojberg should be a modern European hero. Her country was lucky enough to have her as immigration minister in 2015 at the height of the migration crisis. She served in that role for four years and '-- with great popular support '-- managed to stop Denmark becoming a priority destination for illegal migrants. If there is a reason why modern Sweden has such an upsurge in violent crime and other disorders, it is because of the vast number of illegal migrants the country foolishly took in during the period Stojberg was being a more sober player in next-door Denmark. Her country owes its comparative peace to her.
As immigration minister, she instituted deliberately off-putting policies, such as a law threatening to take possession of a migrant's belongings up to the sum the migrant cost the state after breaking into it. This law was used a handful of times, but it gave off a signal: Denmark was not going to be the welcoming welfare farm for anyone in the developing world in search of a better lot. Although Stojberg was a member of Denmark's Liberal Venstre party and decidedly mainstream, she was repeatedly lied about in the liberal press. But she stuck to her position: Denmark's borders must hold.
Stojberg too has been chased through the courts in recent years. One of her policies stated that if a couple arrived at an asylum center and one of them was underage, they should be separated. Stojberg's opponents said this went against the European Convention on Human Rights and the Convention on the Rights of the Child. In 2021 the Danish parliament (including her own party) voted to impeach and try Stojberg for her ''crime.'' She was sentenced to sixty days in prison and ended up wearing an ankle bracelet in order not to actually spend any time in jail.
So when people ask why our politicians are unable to do the right thing on the migration issue, this is one of the reasons. Because if you allow laws to be broken, then nothing will happen to you. You will serve your retirement in peace. But try to defend the laws, and the peoples of Europe, and you will be hounded. During Europe's strange death, only doing what is right is punished.

The U.N. announced Monday that America's Amy Pope, a onetime adviser to ex-U.S. President Barack Obama and White House incumbent Joe Biden, now heads its globalist migration agency.
UPI reports Pope, who said she was ''humbled and honored'' after defeating Director General Ant"nio Vitorino of Portugal in a ballot, will serve as director general for the International Organization for Migration (IOM) for a five-year term, starting on Oct. 1.
Pope said in a tweet after the vote she was looking forward to a key role in an issue that is growing in global importance from the Mexico border in the U.S. right across Europe and into Africa and Asia.
''I am committed to making IOM more representative of its member states so that as a global community, we can creatively and proactively respond to challenges while also harnessing the benefits of well-managed migration,'' Pope said.

Pope has called climate change ''one of the most significant challenges for our generation,'' according to AFP.
She also argues the IOM should do far more to leverage its massive amounts of data to detect and address problems before they spark large migration flows.
''We need to flip the conversation,'' Pope said in the AFP interview. ''We can and we should begin to do interventions on the front end.''

The IOM was established in 1951 and tasked with leading globalist responses to mass migration.
Pope was Biden's senior advisor on migration after he took office in 2021, having served under Obama as senior director on trans-border security (2013-2015) and then deputy homeland security advisor (2015-2017).
She came up with strategies for the White House on confronting migration surges, human trafficking and responding to Zika and Ebola outbreaks before leaving to join the IOM.

''You all know I've been on this journey for most of my life. My highest weight was 237 lbs. I don't know if there is another public person whose weight struggle has been exploited as much as mine over the years,'' Winfrey told the audience, per People .
''You all have watched me diet and diet and diet,'' she went on, insisting she struggles to maintain because her body ''always seems to want to go back to a certain weight.''
The billionaire also said she was treated differently in stores depending on how much she weighed, saying, ''This is a world that has shamed people for being overweight forever.''
She continued, ''It's that thing where people are like, 'Let me show you the gloves. Would you like to look at the handbags? Because we know that there's nothing in here for you.' There is a condescension. There is stigma.''

Winfrey also talked about being ''shamed'' in the tabloids for not having the ''willpower'' to lose weight. She discussed the potential of taking Ozempic, a semaglutide approved for treating type II diabetes that's become extremely popular for its effectiveness with weight loss.
''Shouldn't we all just be more accepting of whatever body you choose to be in? That should be your choice,'' Winfrey said. ''Even when I first started hearing about the weight loss drugs, at the same time I was going through knee surgery, and I felt, 'I've got to do this on my own. Because if I take the drug, that's the easy way out,''' she continued.
Oprah has been a vocal proponent of the popular Weight Watchers diet plan since August 2015. She said in a January 2016 issue of O Magazine , ''I was fed up with my lose-and-gain again routine. I had enough of no-carb regimens. Some people can live without bread and pasta, but it just doesn't make sense to me.''
Despite being an ambassador for Weight Watchers, Winfrey has been struggling with maintaining her weight in recent years.

Chicago is now sheltering hundreds of illegal migrants at O'Hare International Airport as the city waits for new shelters to be built.
The hundreds of recent arrivals, including babies and the elderly, live in a shuttle bus center at the airport's Terminal 1, where they sleep on cardboard and use airport bathrooms, the Associated Press reported.
Up to 500 migrants have lived at O'Hare at the same time in the crowded area where privacy is a curtain closed with staples, although the migrants have spread out beyond the curtain, some sleeping along windows as travelers walk by.
Medical care is limited, and germs reportedly spread quickly in the living area.
A private firm watches the migrants and their activities.
The haphazard shelter situation has raised concerns about public health as well as safety.
''It was supposed to be a stop-and-go place,'' said Vianney Marzullo, one of the few volunteers at O'Hare. ''It's very concerning. It is not just a safety matter, but a public health matter.''
Some migrants are also living at Chicago's other airport, Midway International Airport, about 20 miles south of O'Hare. Others are sleeping on the floors of police stations.
Chicago has been scrambling to respond to a migrant crisis before the cold winter months arrive. The country's third-largest city has experienced an influx of about 14,000 migrants recently, many from Venezuela, and has already spent at least $250 million on the issue.
Last month, the city of Chicago signed a $29.4 million contract with a private security firm to build massive winterized camps for newly arrived illegal migrants. The firm will be responsible for building, staffing, and operating the huge tents, which must be able to house between 250 and 1,400 migrants.
Chicago Democratic Mayor Brandon Johnson faced pushback last month when he asked all 50 city council members to find two acres in their wards for a large tent that could house 200 migrants.
''I've looked in my ward. I just don't have any available space. I have one of the most dense wards in the city,'' Alderman Brian Hopkins, whose ward includes parts of downtown, said last month.
In the meantime, Chicago leaders have been begging the federal government for help with the migrant crisis.
''Let me state this clearly: the city of Chicago cannot go on welcoming new arrivals safely and capably without significant support and immigration policy changes,'' Johnson said in late August.

The federal government has already given Chicago and Illinois at least $8.5 million for the migrant crisis.
Other major cities are battling a migrant problem as well.
New York City is struggling to process about 113,000 migrants who have streamed into the city since last summer. New York also set up tent shelters for migrants last year but ran into issues, including flooding in one of those shelters.
Other cities like Boston and Atlantic City, New Jersey, have rejected the idea of sheltering migrants in airports.
''It is such a preposterous solution to the problems we have,'' said Atlantic County Executive Dennis Levinson recently about the idea. ''Who is going to secure these people? Who is going to feed them? Who is going to educate them? We really don't have any infrastructure to take care of them.''

News networks aired scenes from the courtroom showing Trump sitting with his lawyers and, a few rows behind them, New York Attorney General Letitia James, who brought the $250 million lawsuit over allegations of business fraud against Trump, members of his family, and the Trump Organization.
When the camera panned to the front of the room, Judge Arthur Engoron appeared to take notice. He smiled, took off his glasses, and smiled again. Upon looking to the side, the judge shrugged before he returned his gaze to the camera and smiled once more. Trump previously spoke out against the charges ahead of his court appearance, slamming Engoron as a ''rogue judge.''

Countries Must Contain Global Warming While Keeping Debt in Check

As the window of opportunity to contain global warming is closingrapidly, many countries are pursuing policies to reduce emissions.Several rely heavily on spending measures, such as increasingpublic investment and subsidies for renewable energy. These decarbonization efforts are welcome. Yet, in some cases thesepolicies entail large fiscal costs.
Climate action presents policymakers with difficult tradeoffs.Relying mostly on spending measures and scaling them up to deliveron climate ambitions will become increasingly costly, possiblyraising debt by 45 percent to 50 percent of gross domestic productby midcentury. High debt, rising interest rates, and weaker growthprospects will further make public finances harder to balance.But prolonging ''business-as-usual'' leaves the world vulnerable towarming. Countries have the option to generate revenue to decreasetheir debt burden through carbon pricing, but relying on carbonpricing alone may cross a political red line.
Governments thus face a policy trilemma between achieving climate goals,fiscal sustainability, and political feasibility.In otherwords, pursuing any two of these objectives comes at the cost of partiallysacrificing the third.
Our latest Fiscal Monitor offers new insights on how to manage this trilemma. Governmentsmust take bold, swift, and coordinated action, and find the optimal mix ofboth revenue- and spending-based mitigation measures.
Smart policies needed
While no single measure can fully deliver the climate goals, carbon pricing is necessary but not always sufficent to reduce emissions, as also noted by William Nordhaus and others. It should be an integral part of any policy package. Successful experiencesfrom countries at various stages of development, such as Chile, Singapore,and Sweden, show that political hurdles associated with carbon pricing canbe overcome. Insights from their experience stand to benefit not only thenearly 50 advanced and emerging market economies with carbon pricingschemes already in place but also the more than 20 countries contemplatingtheir introduction.
But carbon pricing alone is not sufficient and should be complemented byother mitigation instruments to address market failures and promoteinnovation and deployment of low-carbon technologies. A pragmatic andequitableproposal calls for an international carbon price floor, differentiated acrosscountries at different levels of economic development. The associatedcarbon revenues could be partly shared across countries to facilitate thegreen transition. A just transition should also include robust fiscaltransfers to vulnerable households, workers, and communities.
Fiscal costs vary depending on the mix of revenue and spending policies.Our analysis shows that an appropriate mix and sequencing of revenue- and spending-basedclimate measures enacted now can limit the fiscal costs of emissionreductions, while achieving climate goals. We find that public debt inadvanced economies would rise by 10 percent to 15 percent of GDP by 2050without additional revenue or spending measures, though such estimates aresubject to large uncertainty, reflecting country differences in governmentbudgets, size of investment and subsidies, compensation to households, anddependence on fossil fuels. Postponing carbon pricing would be costly,adding 0.8 percent to 2 percent of GDP to public debt for each year ofdelay.
While the expected rise in debt for emerging market economies from aclimate policy package is estimated to be similar to that in advancedeconomies, the contribution from different revenue and spending measures isnotably different. That's because of larger carbon revenue potential butalso higher investment needs and higher borrowing costs that are sensitiveto the debt level. Economies with sufficient room in government budgetscould accommodate such a policy mix. But such an increase in debt would beparticularly challenging for most emerging market and developing countriesin light of already high debt and rising interest costs, alongside sizableadaptation needs and aspirations to achieve the sustainable developmentgoals.
To navigate these challenges, governments must enhance spending efficiencyandbuild greater capacity for raising tax revenues by broadening the tax base and improving fiscalinstitutions.
Shared responsibility
No single country can solve the climate threat alone. Nor can the publicsector act by itself. The private sector has to fulfill the bulk of theclimate financing needs. The Fiscal Monitor discusses the role of firms inthe energy transition. Surveys in both Germany and the United States showthat firms were resilient to the 2022 energy price spikes, with limitedimpact on firms' production and employment, and in many cases, firmsadjusted by reducing energy use and investing in energy efficiency.
Policymakers must coordinate their efforts. Emerging market and developingcountries face challenges that call for more concessional financing tosupport the green transition as well as transfers of knowledge and sharingof established low-carbon technologies. For example, the IMF'sResilience and Sustainability Trustprovides long-term financing to strengthen economic resilience and supportreforms. Governments should harness the momentum of recent announcementssuch as theNairobi Declarationand the participation of the African Union in the Group of Twenty to pushforward a practical global deal on an international carbon price floor andsupport developing countries.

Pilot program partners with national organizations to significantly increase the level of support for sponsors, using a group model with step-by-step training and funding
WASHINGTON, D.C.'--Today, Amazon, Lions International, and Welcome.US announced the launch of ''Engage to Change,'' a pilot co-sponsorship initiative designed to support the growth and sustainability of refugee resettlement programs by pairing civic and corporate partners with local resettlement agencies to welcome refugees into their communities.
For the first time in nearly four decades, there are now three federal government programs that allow everyday Americans to sponsor people seeking refuge in the United States: humanitarian sponsorship, the Welcome Corps program, and co-sponsorship. What makes co-sponsorship unique is that groups of individuals interested in sponsoring a newcomer family can partner with a participating local resettlement agency to welcome newcomers and receive technical assistance and support every step of the way. Other sponsorship opportunities do not include this same direct support from resettlement agency staff.
In this pilot initiative, Welcome.US will work with Amazon and Lions International to mobilize local Lions clubs and Amazon employees to join co-sponsorship programs. The initiative aims to engage national organizations beyond Amazon and Lions International after its first year.
The Engage to Change Co-sponsorship Initiative is a project of Church World Service's Refugee Welcome Collective and is funded under an agreement with the U.S. Department of State. Welcome.US is a consortium member of the grant and leads the partnership work with Refugee Welcome Collective.
''Over the past two years, thousands of Americans from all walks of life have proudly and consistently raised their hands when the U.S. government has provided opportunities to be a lifeline to those in need of safety and refuge. We have seen our nation's ability to welcome grow dramatically as private citizens have joined in this important work,'' said Nazanin Ash, CEO of Welcome.US. ''Co-sponsorship is a collaborative model that leverages the strengths of our communities, civic partners, and private sector to expand the capacity of refugee resettlement programs nationwide, helping newcomers land on their feet, navigate their first few months in the United States, and find the sense of belonging and inclusion that is so important to their success.''
The goal of Engage to Change is to create a model that engages national service member organizations, private sector companies, faith, and other community organizations to mobilize their members and employees to sponsor newcomers.
Lions International has been a steadfast partner and supporter of Welcome.US's innovative approach to growing a national movement of welcome from its inception in 2021. By participating in the Engage to Change pilot program, Lions International is not only deepening its commitment to serve newcomers by mobilizing Lions clubs to participate in co-sponsorship, but is also helping Welcome.US build a roadmap that can be adopted by other organizations to engage their respective communities in co-sponsorship.

Amazon has been a leader in refugee resettlement projects like this new pilot initiative, serving as a central force on the Welcome.US CEO Council since 2022, including innovating rapid response solutions to bring essential goods and services to newcomers in the United States.
''At Amazon, we care deeply about refugee resettlement initiatives to help those facing the world's most dire humanitarian crises,'' said David Zapolsky, senior vice president at Amazon. ''In the early days of the war in Ukraine, we opened two relief hubs to deliver aid to refugees. This partnership will enable us to increase our ability to help by harnessing the passion of our Amazon employees so refugees can find a new home and life in the United States.''
How Engage to Change Co-Sponsorship Works
Co-sponsorship is resettlement agency-led, meaning local resettlement agencies with dedicated program staff oversee co-sponsorship groups. Co-sponsorship is inclusive of all refugees and is not limited to a singular refugee population like some other forms of sponsorship. Co-sponsor groups typically include 6''10 individuals.
These co-sponsorship groups will receive comprehensive training and guidance from the local resettlement agency they are paired with, and they will work together to welcome newcomer families into their communities and provide support in key areas called ''core services'''--including tasks like greeting families at the airport, helping setting up a home for the newcomers they are supporting, and helping families access local resources like language classes.
Typically, co-sponsorship programs require groups to fundraise up to $7,000 per newcomer family. In this initiative, Lions International will provide local Lions clubs with funds and Amazon will support employees that form co-sponsorship groups.
Welcome.US is actively working with International Rescue Committee, Church World Service, Bethany Christian Services, Ethiopian Community Development Council agencies, and their affiliates to pilot the Engage to Change model in cities with Lions International and Amazon co-sponsor pilot groups.

The latest chapter in the ongoing open border crisis involves four former first families associated with groups whose mission is to transport migrants from their home countries to the United States. Immigration lawyers call this ''aiding and abetting,'' a federal crime.
One claim that journalists on the immigration beat should never make: ''I've seen it all.'' Some might label the open borders crisis that has allowed more than 5 million illegal aliens to cross into the U.S. interior and the refusal by Department of Homeland Security Secretary Alejandro Mayorkas to enforce immigration law the apex of criminality.
Under Biden, annual illegal immigration entries far exceed the legal entry total. Many aliens have been granted parole, an immigration status that includes work permission. And after a year, parolees have access to federal welfare programs as if they were lawfully present. Parole was never intended to be granted en masse, munificence that Biden is not allowed to authorize. Despite the strictly defined guidelines, Biden has paroled 1 million aliens, including 800,000 who are inadmissible.
As troubling as Biden's and Mayorkas' contempt for immigration law is, a recent news story may be more worrisome. The story revealed that a nongovernmental organization (NGO), Welcome.US, is expanding its scope. Originally created in partnership with American Express Global Business Travel (AEGBT), the NGO helped relocate Afghans to the U.S. during 2021 and 2022. Now working in tandem with Miles4Migrants while retaining its association with AEGBT, the NGO is committed to funding flights into the U.S. interior for migrants, likely unvetted, from Cuba, Haiti, Venezuela, Ukraine and Nicaragua.
The Afghan endeavor, with ties to billionaire George Soros, also had corporate backing from Walmart, Airbnb, The New York Times, the Business Roundtable, the U.S. Chamber of Commerce, Starbucks, The Washington Post, Goldman Sachs, Goodwill Industries, Microsoft and Chobani. Soros' Open Society Foundations has placed several of its members on the Welcome.US ''National Welcome Council.''
That huge Fortune 500 companies, George Soros and immigration expansionist activists like President Obama's Director of the White House Domestic Policy Council Cecilia Mu±oz are all-in on facilitating more migration is no surprise. Other names on the list, however, while not a total shock, are a grave disappointment to an American majority who want to return to historic immigration levels, 230,000 annually, and sustainable population growth. The Census Bureau identified immigration and births to immigrants as the main driver of population growth.
The Welcome.US website identifies as Honorary Co-Chairs Jimmy and Rosalynn Carter, Hillary and Bill Clinton, Laura and George Bush, and Michelle and Barack Obama. These influential first families are the most elite among the elite. They have the power of persuasion and vast wealth. The Carters, net worth about $10 million, are the group's paupers. Then come the Bushes '' Laura and George W., with a net worth of $120 million; the Obamas, $135 million; and the Clintons, $250 million. During their terms, the four ex-presidents encouraged, with some success, more immigration.
Carter signed the Refugee Act of 1980. Bush pushed hard for amnesty from Day One of his administration, and two years ago, he wrote a book extolling the benefits of immigration. In 1998, Clinton signed the American Competitiveness and Workforce Improvement Act that increased the cap on H-1B visas from the then-current 65,000 level to 115,000 for FY 1999, 115,000 in FY 2000 and 107,500 in FY 2001. Obama issued several pro-immigration executive orders.
Assume that politics plays no part in ex-presidents' migrant relocation quest, and that the highest ideals motivate the four, a more important question still lurks. Some may ask if the presidents are violating U.S. Federal Code Title 8 Section 1324, Bringing in and Harboring Certain Aliens. The Code's language includes these exact words referencing alien transport '.... anyone who ''brings to or attempts to bring to the U.S. '...'' is subject to criminal penalties. The current immigration status of the prospective incoming migrants is unknown, but the probability that many have neither been granted parole nor been adequately vetted is high. Moreover, the Immigration and Nationality Act authorizes DHS to prescribe parole ''only on a case-by-case basis for urgent humanitarian reasons or significant public benefit.''
Clinton and the Obamas have juris doctor degrees from, respectively, Yale and Harvard. If they didn't know the federal immigration codes before signing up with Welcome.US, they should have researched them.
Actively promoting refugee resettlement, which most Americans oppose, is unworthy of former presidential families.
More mass immigration loosens the labor market, expands population unsustainably and is especially harmful to society's most vulnerable job seekers '' issues that Democrats claim to care about but. However, judging by their actions, they do not. With Title 42 ending on May 11, the U.S. will experience a huge immigration influx.
Thousands are lined up at the Southwest border; no need to fly in migrants.

TNN wishes to add more who's-who details. Begin by watching the video below. The ''rescuing on the seas'' narrative at this stage is a deception and a scam. This is industrial-scale human trafficking. They are making the whole trip, picking up passengers just offshore in Libya and ferrying them to Italy. The trafficker monitors are using Marinetraffic.com and Data.unhcr.org.
Human traffickers contact the Italian coast guard in advance to receive support and to pick up their dubious human cargo. NGO ships are directed to the 'rescue spot' even as those to be rescued are still in Libya. The organizations behind this are: MOAS, Jugend Rettet, Stichting Bootvluchting, M(C)decins Sans Fronti¨res, Save the Children, Proactiva Open Arms, Sea-Watch.org, Sea-Eye and Life Boat. PHOTO: Bare Naked IslamThe whole scheme is promoted online and even is offering an ''alarm phone number'' for smugglers and traffickers making their way. The voice in this video sounds American. The literature and information printed by the traffickers can be viewed here.
Since the Italian coast guard does nothing to stop this, it must be presumed they are being bribed, heavily compromised or, at minimum, are highly negligent. These actions are criminal as few of these migrants are not eligible for asylum. However, the EU has created loophole legislature to protect people traffickers against prosecution. A dedicated section of an EU resolution entitled ''On Search and Rescue'' states that ''private ship masters and non-governmental organisations who assist in sea rescues in the Mediterranean Sea should not risk punishment for providing such assistance.'' These are not sea rescues.
So that Europeans can take action, hold people accountable and build criminal cases or complaints against these actors, here are the websites of the NGOs. The names and locations can also be determined as well as contact information.
The Italian coast guard site is here (in Italian). Italian citizens should make inquiries in their own language and use the Gefira tracking information to make the case. Of course, you can also go over the heads of the coast guard, if you believe they are corrupt.
For instance, after the cargo is trafficked, you will see (in the case of Jugend Rettet) that most of the team and ambassadors are located throughout Germany, which is the end destination for most African illegals. In Germany you can see them loitering everywhere in public spaces, conducting little shakedowns aka aggressive begging, pimping, and selling drugs.
MOAS is run by an American Christopher Catrambone and his Italian wife, Regina, out of Malta. According to the Zero Hedge source, the MOAS organisation has close links with the famous U.S. military contractor Blackwater and the U.S. Army.
The board and staff of the Boat Refugee Foundation (Stichting Bootvluchteling) is located in the Netherlands, Postbus 360, 3500 AJ Utrecht, info@bootvluchteling.nl. The staff is laid out by name, and this group is largely operating in Greece.
This is website of MSF out of the UK.
Save the Children's website advertises itself as assisting African children in place, an honorable objective. However, they also run a ship in the Mediterranean.

Sea Watch is running two ships. It is located in Berlin and also lobbies for open border regimes.
Sea Eye is headquartered out of Regensburg, Germany. They had two boats, but one was confiscated by the Libyan government.

Kennedy Jr. would win if he ran as an independent in the 2024 presidential election, according to  a new survey. This could potentially put a big advantage on former President Donald Trump's reelection bid.
If the Democrats and Republicans nominate current President Joe Biden and Trump respectively, and Kennedy runs as a third party, 33 percent of Democratic voters would "likely" vote for him, as per the recent Rasmussen Reports poll, including 14 percent who would be "very likely" to back him. Among likely voters as a whole, 25 percent said they would likely vote for Kennedy if he ran against Biden and Trump, including 14 percent of Republicans, with 10 percent saying they are "very likely" to cast their ballots this way.
The poll, which engaged 998 "U.S. likely voters" by telephone and online survey from September 17-18, also indicated that 41 percent of Democrats have at least a somewhat favorable view of the late President John F. Kennedy's nephew along with 56 percent of Republicans and 49 percent of those without party affiliation. In total, 49 percent of likely voters view RFK Jr. favorably, including 14 percent very favorably, while 37 percent have an unfavorable opinion of him.
According to Newsweek, Kennedy has emerged as Biden's closest challenger for the 2024 Democratic Party since announcing his White House bid in April. Despite his party affiliation, RFK Jr. has "received a sympathetic hearing from many conservatives" because of his stand on the Wuhan coronavirus (COVID-19) jabs. He is totally against the vaccine. Fox News star Sean Hannity even considered him as the Democrats' "best option" to beat Biden.
His campaign spokesperson pointed out the fact that Biden is so unpopular and a third of Democrats expressing to vote for an independent candidate in the general election underscores the importance of running a fair and competitive primary election. "If the DNC [Democratic National Convention] fails to do that, it will likely be saddled with a weak candidate who lacks the popular appeal to defeat the Republicans, whether or not there is a strong third-party candidate in the race," the campaign representative emphasized.  
As per the news outlet, if 33 percent of Biden's voters backed a third-party candidate in 2020, he would have lost just under 27 million votes, which could pave the way back for Trump for a second term in the White House.
RFK Jr. asks Biden for Secret Service protection following arrest of armed man pretending to be U.S. MarshalAmid his favorable figures in surveys, "enemies could be threatened." Apparently, Kennedy requested Secret Service protection from the president after an armed man was arrested on Friday near an event where he was speaking. The incident took place near the Wilshire Ebell Theatre where Kennedy was delivering an address to mark Hispanic Heritage Month, less than two miles from where his father, Senator Robert F. Kennedy, was assassinated in 1968. The candidate confirmed that the man was not part of his security team.
According to ABC News, Kennedy's private security team provided by Gavin de Becker and Associates, detained 44-year-old Adrian Paul Aispuro after being arrested for allegedly being armed with two pistols and a fake U.S. Marshal's badge. While the Los Angeles District Attorney's office declined to file felony charges, the city's attorney decided to charge Aispuro with carrying a loaded firearm, carrying a concealed weapon, and impersonating an officer. He was released on bond Friday.
"Although it is a well-known historical fact, apparently, in your case, it bears repeating: Mr. Kennedy's uncle, President John F. Kennedy, was assassinated. Mr. Kennedy's father, Senator Robert F. Kennedy, was assassinated while a presidential candidate," Kennedy's campaign manager Dennis Kucinich said earlier this week in an open letter addressed to Biden and circulated to the press. He added: "The threat level to our candidate is increasing every day. He is not the only one in danger, every person who attends a campaign event is at risk. A specter of violence haunts our political process. Indeed, political assassinations pose a grave threat to democracy." The spokesperson also lambasted Biden's administration for denying Secret Service coverage for their candidate, "who has polled more than 20 percent in the first five primary states, and whose net favorability rating exceeds both Biden's and Trump's."
Back in July, a similar incident occurred when a man broke into Kennedy's home while he was out of town. In a memo posted to Kennedy's SubStack, Becker said that "the intruder was subsequently arrested, after which it was confirmed that he had a history of delusional ideation regarding the candidate, having been arrested a year earlier in a similar approach." The initial request for government protection was also rejected after Department of Homeland Secretary Alejandro Mayorkas said in a letter back then that it was determined a detail was "not warranted at this time" after consulting with a bipartisan congressional advisory committee.
Novo Nordisk's Thick Skin doc explores obesity in America

When it comes to Novo Nordisk, a significant portion of 2023 has been dedicated to weight loss and obesity.
The mainstream popularity of drugs like Ozempic and Wegovy has turned the Danish drugmaker into a household name in a field that it has focused on for years.
Now, the company is expanding its involvement in the obesity space with a four-part documentary series that premieres on the Sundance channel Wednesday.
Thick Skin follows the lives of four women in Philadelphia as they pursue professional success, face challenging relationships with their parents and search for love.
While that description may sound echo the narratives of reality TV shows the primary differences are that the series features subjects who are larger women and Novo is backing the effort.
This is not the company's first foray into changing the conversation around obesity. The ongoing It's Bigger Than Me campaign, with actress-rapper Queen Latifah as a spokesperson, is perhaps the most visible initiative.
''We began our efforts addressing the stigma around obesity many years ago,'' Yvonne Bryant, senior director, consumer marketing lead at Novo, told MM+M. ''We supported initiatives led by the Obesity Action Coalition, the largest patient non-profit advocacy group, such as the Stop Weight Bias campaign. The conversation is shifting, as more people understand that obesity is a chronic, progressive disease, like type 2 diabetes and heart disease, that impairs health and requires long-term, holistic approaches to care and treatment.''
To continue to push this shift, Wavemaker Global, which landed the Novo Nordisk account in 2020, looked to go beyond tools like talk-show integrations and more conventional media partnerships in their latest effort.
Jenna Fidellow, US head of Content at Wavemaker, describes where the agency ended up after conducting a brief from Novo Nordisk and participating in a number of brainstorming sessions.
''We came to a different place where we said, 'This feels like this is longer form content, this is true storytelling','' she says. ''When we looked at partners that we wanted to collaborate and co-create with, AMC was absolutely top of mind with their content studio. They truly are best in class with the storytelling capabilities that they have and the direct access that they have to producers and innovative storytellers. When we started conversations about a potential partnership, we felt they were the right partner to help us bring this brief to life.''
When AMC was offered the opportunity to create longer-form content that approaches obesity in a more nuanced and less sensationalized way, they saw the project as one that could tap into their strengths.
''It felt different, special and personal to a lot of the creative team that was working on it in a way that other things that we've worked on in the past were not,'' Kim Granito, CMO of AMC Networks explains. ''We're a company that tells authentic stories rooted in a diversity of perspectives. Changing perceptions is at the heart of what we do well and it's why we launched Content Room, our in-house branded entertainment studio. These are the exact types of projects that we love doing. This topic is not only incredibly culturally relevant, it's also important.''
To create the series, AMC worked with Don Argott and Sheena M. Joyce of 9.14 Pictures in Philadelphia, which helps to explain in part why the program is located there. However, the city's diversity and high obesity rate also made it an appealing location.
Casting directors then found the four women who are the stars of the program: Ashley, a baker; Queen, a burlesque performer; Lexi, a singer; and Susanne, who works educating others about obesity bias.
The program has an immediacy and power that comes from its documentary approach, as viewers are allowed a close look at the struggles of the four women, from judgmental parents to being overlooked on casting calls for not fitting the image of a young ing(C)nue, for example.
Thick Skin is, however, also features several triumphs. These range from professional accomplishments to more personal moments, including, spoiler alert, a touching marriage proposal.
The feeling of having been invited into the lives of these women is, of course, by design.
''This was a small verit(C) documentary crew, so the set felt safe and intimate,'' Granito says. ''There are a lot of things you don't necessarily plan for coming out of it, but I think the rawness of that is what made this so powerful.''
As the AMC, Wavemaker and Novo teams look forward to the premiere on Wednesday, Fidellow hopes that conversations will follow in its wake, and ideally ones that are grounded in a deeper understanding of the experience of obesity.
''Content [like this] doesn't exist. It's not out there now,'' she says. ''So the tools, the door opening to allow for this type of dialogue was not open. We feel that this has meaningfully helped to start a conversation, a dialogue, a journey that we've all been part of and we'll continue to be in this space.''
Granito adds her final reflections on the program: ''We hope that we have shown every person, regardless of body size, is deserving of empathy and respect. When people feel that respect, they're able to live their healthiest lives.''

Mobiles are to be banned from classrooms, the Education Secretary will announce on Monday.
Gillian Keegan will order schools to outlaw smartphones during lessons, and also in breaks, in a bid to end disruption and make it easier for pupils to focus.
A government source said new guidance would be issued to schools across England requiring them to take action.
'Gillian believes that mobile phones pose a serious challenge in terms of distraction, disruptive behaviour, and bullying,' the insider said. 'It is one of the biggest issues that children and teachers have to grapple with so she will set out a way forward to empower teachers to ban mobiles from classrooms.'
Some schools already ban the use of mobiles, with pupils required to hand in their phones each morning '' or face the punishment of a detention if they are caught using them.
But many others still permit their use, particularly during breaks, despite growing evidence of the damage they cause.

The announcement will be made on Monday at the Conservative Party's annual conference in Manchester, where:
Jeremy Hunt will pledge to 'make work pay' by boosting the national living wage to £11 an hour and cutting benefits for those who refuse to look for employment; Liz Truss will pile pressure on Rishi Sunak to cut taxes and lift the ban on fracking in order to kickstart economic growth; The Prime Minister was boosted by a poll showing Labour's lead down to 10 points for the first time since he entered No 10; Tory infighting erupted over Suella Braverman's views on multiculturalism, with her predecessor Priti Patel branding her an attention seeker. Monday's announcement of a ban on the use of mobiles in the classroom follows years of debate about their impact. How the ban is enforced will be down to individual state schools.
Many parents are content for their children to carry a phone so that they can make emergency contact while travelling to and from school.
But the presence of smartphones in the classroom '' and constant notifications from apps '' has been blamed for causing disruption, as well as fuelling cyber-bullying and thefts. In June, Finland became the latest country to ban phones in class in a bid to reverse a decline in exam results.
The following month, a major United Nations report recommended smartphones should be banned to improve learning and tackle classroom disruption and cyberbullying.
Unesco, the UN's education, science and culture agency, pointed to evidence that excessive mobile phone use was linked to reduced educational performance. It said countries should ensure they have clear objectives and principles to ensure digital technology in education avoids harm '' both to pupils and wider democracy.
Unesco's director general, Audrey Azoulay, said that 'attention must be paid' to the way the 'digital revolution' is used in education.

She said at the time: 'Its use must be for enhanced learning experiences and for the wellbeing of students and teachers, not to their detriment.' Studies have found links between phones and poor mental health among children '' including anxiety, depression and low self-esteem.
There are also growing concerns that pupils are using mobiles to bully each other on social media and for sexual harassment. Ministers have previously tried to ban mobile phones in state schools.
Two years ago, then-education secretary Sir Gavin Williamson vowed to make the school day 'mobile-free', and won support from Dame Rachel de Souza, the Children's Commissioner for England. But the proposed ban was ditched by his successor, Nadhim Zahawi, early last year.
The Department for Education said instead that revised guidance would make clear that 'heads are best placed' to make decisions on mobiles.

In a court document, the government says the leaks included information about ''Public Official A,'' which a person familiar with the charges confirmed is Trump.
Littlejohn faces a maximum five years in prison, the Justice Department said.
The charges were filed as a ''criminal information'' rather than an indictment, which typically means the defendant has entered a plea deal.
The announcement comes more than two years after ProPublica said it had obtained a massive trove of information about the taxes and incomes of wealthy people, many of them well known, going back some 15 years. It published a series of stories showing many of them paid little or nothing in taxes.
The leak astonished many IRS veterans, not just because of its sheer scale, but because tax filings are subject to elaborate safeguards and unauthorized disclosures are rare.
Adding to the mystery was the silence of Biden administration officials, who had said virtually nothing publicly about the leak or how it had happened. Republicans accused Democrats of disclosing the information in hopes of fueling their push in Congress to raise taxes on the rich.
At the same time, one of the people whose records were leaked '-- Ken Griffin, a prominent hedge fund manager '-- sued the IRS for failing to protect his tax filings. In court, the administration argued there was no evidence that leak came from a government employee.
In a statement Friday, IRS Commissioner Danny Werfel said: ''Any disclosure of taxpayer information is unacceptable.''
''The IRS has put in place new protocols and protections that tightened security, and our aggressive work in this critical area continues in order to protect the tax and financial information of taxpayers.''
A lawyer for Littlejohn declined to comment.
A ProPublica spokesperson also declined to comment other than to say the organization has repeatedly said that it did not know the identity of the person who gave them the documents. The New York Times did not immediately respond to a request for comment.
Littlejohn was given access to the records ''for purposes of tax administration'' while working as a contractor to a consulting firm, the government says in a court document.
He stole the data from around 2018 to 2020, prosecutors say. They did not explain how they came to charge Littlejohn.
The case is sure to renew questions about security precautions not just at the IRS but in the constellation of other people who have varying degrees of access to private tax information. From the outset, some IRS veterans speculated the leak came not from within the agency itself but from someone working with the department such as a contractor.
Sen. Mike Crapo , the top Republican on the Finance Committee, said: ''While many questions remain, at the very least, IRS guardrails failed to prevent this brazen breach of taxpayer rights.''
''It goes without saying that resolving these and other ongoing security issues at the IRS, as well as identifying and making whole the individuals impacted by this breach, must be the IRS's highest priority.''
Said Griffin, the hedge fund manager suing the IRS: ''The government has a fundamental obligation to protect the confidentiality of Americans' sensitive information, whether it be tax records or healthcare records.''

NASHVILLE, Tenn. (WTVF) '-- More and more electric cars are on the road, maybe because there are thousands of dollars in incentives to help reduce the cost.
Cashing in on those incentives can be tricky if you're a car buyer''but what about leasing?
As Consumer Reports explains, leasing an EV might be an easier, better deal right now!
Want to buy an EV? How does a $7,500 tax credit sound? There are just a few rules.
The vehicle has to be assembled in North America and its battery components and minerals must meet specific sourcing requirements and the car has to cost under a certain amount and your income can't be over another amount.
And you'll only get that money back after your taxes.
''If you're set on buying a car and you know you qualify and you've talked to a tax professional, you know the car's going to qualify, you can go ahead and do that," said Consumer Reports' Keith Barry. "It's going to get a little easier next year as dealerships are going to be able to process and give the credit at the point of sale, which makes it simpler, but it is really really complex right now.''
But if you're eager to drive an EV now, Consumer Reports experts says a lease may get you on the roadfaster!
''The long and short of it is, all those rules go out the window if you lease a vehicle, no matter where the car was made, no matter how much it cost, you can get that full 7,500-dollars off the total price of the vehicle," Barry said. "And then the leasing company processes that credit up front which lowers your monthly payments.''
The usual leasing rules apply. Along with a down payment, you'll make monthly payments for a set number of months '' and for a set number of miles. And at the end of the lease, you return the car to the leasing company.
Those rules can deter some traditional car buyers, but in the case of an EV, they might work to your advantage.
''Electric vehicle technology is changing really really rapidly. There are new cars coming on the market," Barry explained. "Range is getting longer for battery powered vehicles, so the car that you buy today might end up being outdated in a few years, and leasing can help you avoid getting stuck with yesterday's technology.''
And as automakers continue to lower the price of electric vehicles, trying to attract more buyers '' you won't take the hit if your leased vehicle is suddenly worth less.
And while no one has a crystal ball to see the future, if demand for used EVs is still high at the end of the lease, it may make sense to purchase the car for the buyout value that's written into the lease contract.
And did you know, you can negotiate the cost of a lease? Consumer Reports says it's important to remember that local car dealers are competing among each other for your business '' so it never hurts to ask them to waive dealer fees and other markups.

In a striking acknowledgement of the need to address the migrant influx at the southern border, the Biden administration announced it waived 26 federal laws to permit more border wall construction in southern Texas, a move that builds on one of the most controversial cornerstones of the Trump administration.
The Department of Homeland Security posted the announcement overnight in the Federal Registry, which said the administration was waiving federal laws such as the Clean Air Act, the Safe Drinking Water Act and Endangered Species Act for the wall construction in Starr County, Texas, using federal funds appropriated in 2019.
''There is presently an acute and immediate need to construct physical barriers and roads in the vicinity of the border of the United States in order to prevent unlawful entries into the United States in the project areas,'' Homeland Security Secretary Alejandro Mayorkas said in the notice.
In a statement, a spokesperson for Customs and Border Protection noted Mayorkas issued waiver under federal immigration law for a barrier project that was quietly announced in June, which will be constructed on about 17 miles in Starr County.
''Congress appropriated fiscal year 2019 funds for the construction of border barrier in the Rio Grande Valley, and DHS is required to use those funds for their appropriated purpose,'' the CBP spokesperson said, adding that the project was consistent with Biden's proclamation after taking office that ended the use of military funds for border wall construction and using money provided by Congress instead.
''CBP remains committed to protecting the nation's cultural and natural resources and will implement sound environmental practices as part of the project covered by this waiver,'' the spokesperson said.
Reached for comment, White House spokesperson Angelo Fernndez Hernndez deferred to the CBP for comment, noting the the agency's announcement in June to proceed with the planning and execution of about 20 miles of border barrier in the Rio Grande Valley.
The administration's new announcement marks a major policy reversal for Biden, who vowed that not ''another foot of wall'' would be constructed under his administration during his 2020 campaign. Upon taking office in 2021, Biden also issued an executive order which read in part: "It shall be the policy of my administration that no more American taxpayer dollars be diverted to construct a border wall. '... Building a massive wall that spans the entire southern border is not a serious policy solution. It is a waste of money that diverts attention from genuine threats to our homeland security.''
Notably, the administration's most recent announcement on border wall construction waives environmental laws to speed up the project at a time as it faces increasing pressure from fellow Democrats to take action at the border.
The announcement comes days after Illinois Gov. J.B. Pritzker, a Democrat, called on President Joe Biden to step up action on an ''untenable'' migrant crisis in the state. Pritzker demanded an overhaul to the system, saying that the state's resources were beyond strained after Texas officials bused more than 15,000 migrants to the state in the past year. He criticized the White House for a ''lack of intervention and coordination at the border.''
''Unfortunately, the welcome and aid Illinois has been providing to these asylum seekers has not been matched with support by the federal government,'' Pritzker wrote in a Monday letter to Biden. ''Most critically, the federal government's lack of intervention and coordination at the border has created an untenable situation for Illinois.''
On Sunday, Pritzker and Chicago Mayor Brandon Johnson, as well as White House chief of staff Jeff Zients and senior adviser Tom Perez, participated in what the White House later characterized as a productive conversation on the matter.
New York City Mayor Eric Adams also called on the Biden administration to address the influx of migrants in the city, saying that they were overwhelming city resources.
Following heavy lobbying from New York's top Democratic officials, particularly Adams and Gov. Kathy Hochul, to address the issue, the Biden administration last month granted temporary protected status to hundreds of thousands of Venezuelan migrants who crossed the border without legal documentation, allowing them the right to legally obtain work.

The plump provocateur is calling on the hotels to accommodate hotel guests by making hallways wider and adding ''size-inclusive'' amenities. In one of her latest TikToks, Chaney claims she's ''on a mission to revolutionize the travel industry and make it a more accessible, accepting, accommodating place for all.''
Wait, what's the problem with hotels? Don't they already offer king beds and walk-in showers where the doors have been removed?
''The needs of plus-sized travelers matter just as much as anybody else. We deserve an environment that respects our needs and body diversity,'' Chaney explains.
Uh, huh. Go on.
Her demands:
''(M)ake elevators and hallways [more] spacious, to allow for easy movement of larger individuals, and those utilizing mobility devices.''Raise toilet seats and add hand-held shower heads so the bigguns' can reach all the hard-to-reach places with the showerhead. Size-inclusive bathrobes. ''These should go up to size 6X and beyond.''Handrails in pools. Sturdier chairs at the pools. Wider lounge chairs. Train staff ''to be respectful, understanding and accommodating to travelers of all sizes.''While Jae Jae is busy running her jowls on TikTok, there are actually entrepreneurs out there who are capitalizing on fat travelers. At The Resort on Eleuthera Island in the Bahamas, the owner, James King, went out and found chairs fat people won't break. He also went out and bought beds that handle 2,800 pounds and claims they don't squeak.
According to Curvicality.com, King's fat hotel was booked solid for two years before COVID. ''I did not have a single opening for two years,'' King told the site.
Fat travel is such a big deal these days that the New York Times investigated the industry over the summer and found ''size-inclusive travel'' is now catching on to the point where there are travel companies who are catering to fat people like Chaney.
Tour operators on trips to Indonesia offer bigger harnesses for bigguns' looking to be launched over rice paddies on a swing.
There's even a travel company that offers trips to Jamaica where there's clothing optional beach stretches and jiggling.
Not kidding. It's right here in the NY Times.
And if you're gargantuan like Chaney, you can go to a place like Antigua and enjoy huge chairs and reinforced beds. There are even wider sunbeds and bigger showers.
''This almost makes me tear up. Imagine feeling welcome and accommodated!'' a TikToker said upon hearing Antigua is now a travel option.

Fox News host Laura Ingraham pressed Republican Rep. Matt Gaetz of Florida over the lack of votes to pass legislation after Gaetz successfully instigated the ouster of House Speaker Kevin McCarthy of California.
Gaetz and seven other Republicans voted to remove McCarthy as speaker along with 208 Democrats in a 216-210 vote Tuesday, with Gaetz citing concerns over how McCarthy partnered with Democrats to pass a continuing resolution and avoid a government shutdown. Ingraham questioned whether Gaetz's solution, in which lawmakers vote on individual bills rather than large spending packages. ''Congressman, we already established tonight that I have been doing this with all due respect decades longer than you, okay? You are a young guy,'' Ingraham told Gaetz. And so I agree'... continuing resolutions, the budget, the spending, it's a total nightmare, but the fact of the matter is y'all don't have the votes. You don't have the margin to get from A to B to C.''

''I categorically reject we don't have the votes,'' Gaetz said.
''How do you get closer to all these things that are legitimate concerns when you still have a Senate that says no can do?'' Ingraham asked. ''I mean, you have got several senators who are actually completely on the other side on a lot of these issues. You still have that to contend with. How do you get to your nirvana points which are the conservative holy grail points of governance the way we are going?''
Gaetz was not able to respond before Fox News cut away to Kevin McCarthy speaking and announcing he would not run to regain the speakership.
''Kevin McCarthy believes we have to utilize continuing resolutions and if the continuing resolution is conservative enough, if you hang some bells and whistles on it, that really ought to pacify people who are right-leaning throughout the country,'' Gaetz said after McCarthy's remarks. ''I believe that the only way to achieve programmatic reform and put downward pressure on spending is to do what was done back in the 1990s where every individual bill is conferenced and debated and subject to amendment.''
