A few comments on our southern friends.
El Salvador's "_guerra contra las pandillas_" has gained momentum in the region, but needs US to support it. Capture in Ecuador of "Fito" in June set a tone of increased military cooperation in the region following last administration's war for social justice. It offered a ray of hope. With very few exceptions, most country and military leaders want to make their countries better and safer for their families and the future - but it isn't easy.
Drug cartel wars are the #1 concern for each military but cartels are better resourced and have more and better equipment, including the ability to buy the latest tech. Columbia alone has seen cartels grow from 3 to 8 in only a few years.
Keeping military morale high can be difficult in the region because of drug cartel attacks and their ability to bribe and blackmail members. As well, "human rights" issues always overhang some of the military's methods - as they note, given the horrific things done by cartels to soldiers and civilians - they should have no rights but know some moral justice group may come after the leaders in time. US military experience supporting local military actions against ISIS and Taliban provide some comfort.
Local armies report hundreds of drone attacks by drug cartels and scores of their members killed and injured just this past year. Even older Ukrainian/Russian SPV drone tech (12-18 months old) is more advanced than their jamming or other defensive capability. [Fear Ukrainian/Russian drone mercenaries when a treaty is signed. An aside - not just southern hemisphere but all other countries using Russian hardware - the Russian embargo hurts resupply and maintenance of Russian-supplied equipment and tech. Many Latin American countries us Russian-supplied lift (your former business) and now can't get parts, making an already under-resourced military unable to cover large areas of their own country. As Venezuela discovered, it is tough to use air defense that is missing parts.
